The gathering brought together top diplomats from Canada, Denmark, the Faroe Islands, Finland, Greenland, Iceland, Norway and Sweden, department spokesman Tommy Pigott said in a statement.
According to Pigott, the session "reinforced the strategic imperative of sustained allied investment and coordination on shared challenges in the Arctic." Participating nations aligned on the view that safeguarding the region demands continued investment to deter "strategic competitors," the statement noted.
Talks centered on allies shouldering greater responsibility for Arctic security — building out sovereign military and economic capacity, tightening investment security, and pouring resources into resilient infrastructure to guarantee reliable regional access.
Rubio pointed to the Icebreaker Collaboration Effort, known as the ICE Pact, linking the US, Canada and Finland, as a blueprint for industrial teamwork and shared burden-carrying. The pact, the statement added, gains further weight from President Donald Trump's pledge to dramatically grow the American icebreaker fleet.
In a separate sideline meeting during UN General Assembly high-level week, Rubio sat down with Bolivian President Rodrigo Paz, a second State Department readout shows.
Rubio described Bolivia as a "critically important regional partner," Pigott said. Washington voiced support for Paz's push to steady Bolivia's economy — citing backing from the International Monetary Fund, additional multilateral bank financing, and reforms across the fuel, mining and energy sectors aimed at sharpening the country's investment appeal.
The two leaders also tackled regional security cooperation, with particular focus on combating "narcoterrorists," alongside continued support for Bolivia's political stability.
Both sides underscored a shared commitment to delivering "concrete results for their people, making both countries safer, stronger, and more prosperous," the readout stated.
